A Heroku-deployable shadowsocks proxy setup, now deleted by its author — the description literally says 'this project has been deleted' and the README has been wiped down to 'Remove all'. It was aimed at people wanting a quick personal VPN/proxy for bypassing censorship without renting a VPS.

The fork/star count (961 forks on 212 stars) tells you it was genuinely useful to a lot of people when it was live, likely as a one-click deploy for getting around the Great Firewall. Using Heroku's free dynos for this was a clever, low-cost distribution mechanism at the time.

There is nothing left to evaluate technically — no source, no setup instructions, just a gitignore and a README that says the project was pulled. Last push was November 2018, Heroku killed its free tier in 2022 so the whole premise is dead anyway, and CoffeeScript as the listed language tells you the code (if it existed) predates most of what anyone would want to maintain today.
