It is for someone who owns this exact handset, has already unlocked the bootloader, and is comfortable with fastboot. The README is direct about the risk of flashing boot, which is the right emphasis for this kind of project.
- The no-recovery-partition setup is handled correctly. The README says the image must go into boot, warns against booting it directly, and tells you to keep a stock boot.img before starting. That is the detail that matters most on this device.
- The MediaTek-specific pieces are split into their own modules (bootctrl, mtk_plpath_utils, create_pl_dev, libmtk_bsg). The repo also includes extract-files.sh and setup-makefiles.sh, which is the usual way to regenerate vendor blobs from a stock dump instead of hand-editing them.
