A more complete library of CSS completions for Sublime Text

A single `css.sublime-completions` file that adds CSS property names to Sublime Text's autocomplete, layered on top of the built-in CSS completions. It is aimed at people who write a lot of plain CSS in Sublime and want more property coverage than the defaults give, but the last push was in June 2020.

- It is one JSON file in Sublime's native completions format, so installing it means copying a file into Packages. There is no plugin code or runtime, so there is little to break across Sublime upgrades.

- The README is candid about what is missing: duplicates with the built-in list, no animation-* variants, no value completion. That is more useful than pretending the list is finished.

- Properties only, no values. Typing `display:` gets you nothing, so it covers half of the autocomplete job, and the README lists value completion as a wish rather than a feature.

- It is stale. The file has not changed since 2020, so newer properties such as `aspect-ratio` or `inset` may or may not be in it. Check before relying on it.

- Contributions are not validated. The visible tree has no tests, schema, or CI, so typos and duplicate triggers depend on a reviewer reading the diff by eye, and the duplicates the README already admits to have not been cleaned up.
