This repo is the archived predecessor to the React DevTools v4 rewrite — all it contains now is a README pointing to facebook/react, where the actual code lives. Not something to add to a project; it's a deprecated placeholder.
The migration note is clear and the issue template honestly tells people issues are disabled here, so you don't waste time filing bugs in a dead repo. Historically this experimental rewrite did ship real improvements (the version 4 DevTools architecture) that landed upstream.
