GitHub actions for Terraform and OpenTofu
A suite of ~15 Docker-based GitHub Actions covering the full Terraform/OpenTofu workflow — plan, apply, destroy, output, validate, fmt, test, version management, remote state, workspace lifecycle — duplicated as parallel action sets for both tools. Aimed at teams who want PR-based plan/apply review without buying into Terraform Cloud or Atlantis.
The PR-comment plan feature (github_pr_comment module) does real work: it fingerprints backends, diffs plans, and updates/hides stale comments instead of spamming new ones on every push. Version resolution is handled for you — it reads required_version constraints, remote state, tfenv/tfswitch/asdf config, so you don't have to pin a version by hand in every workflow. Test coverage is unusually thorough for an Actions repo: separate workflows per feature (binary plans, SSH/HTTP backends, registry modules, target/replace/exclude, early eval) rather than one smoke test.
Every action is a Docker container, so each step pays image pull/cold-start cost — with 15 action pairs in a single job that adds up compared to composite or JS actions. The HCL handling is hand-rolled (terraform/hcl.py plus a separate fallback_parser.py), which signals the primary parser doesn't cover every case and you may hit edge cases on unusual syntax. It reads as a single-maintainer project with ~30 near-duplicate actions (tf + tofu variants) to keep in sync — docs-gen automates the README generation, but the action logic itself still doubles the surface area for every bug fix.
