QGIS Time Manager plugin

Time Manager is a QGIS plugin that adds a time slider and filters vector layers down to the features whose timestamps fall inside the current window. It is aimed at people animating temporal geodata in QGIS 3, but the README says the project is unmaintained because QGIS core now ships the Temporal Controller.

- Start and optional end time fields let it show features as intervals (a building from its build date to its demolition date) rather than only as point events, and the overlap logic is documented in the README.

- Timestamp parsing covers about twenty formats, including integer epoch seconds. The format list lives in one place (YMD_SUPPORTED_FORMATS in time_util.py), and the month-first and day-first variants are generated from it.

- The README reports a real benchmark, a 400,000-point Spatialite table stepped in one-hour increments, and lists the limits it knows about, which is more useful than most plugin READMEs.

- Last push was November 2023 and the author has stopped working on it, so anything tied to recent QGIS releases will likely break without a new maintainer. For new work, use the QGIS Temporal Controller.

- Time zones are not supported, so mixed-zone timestamps will be compared as if they were local and produce silently wrong slices.

- Shapefiles cannot be edited while a time query is active, an OGR limitation that catches people who expect to edit during an animation.

- The Travis badge points at travis-ci.org, which stopped running builds in 2021, so the CI status shown at the top of the README is stale.
