There's no signal on tool quality or maintenance status — a tool with 12 stars that hasn't been touched in three years sits in the same table row as a CNCF project with 20k stars. Entries get duplicated across sections (K9s appears in both Cluster Management and Troubleshooting, kubetail appears twice in the same section), which suggests curation is additive-only with no cleanup pass. The 'portal' directory hints at a companion web UI but it's a stub React app with no apparent build or deployment setup.
