Terraform Helm provider

The official HashiCorp Terraform provider for installing and managing Helm charts on a Kubernetes cluster, exposing a helm_release resource and a helm_template data source. It's for teams already committed to Terraform for infra who want chart installs to live in the same plan/apply workflow instead of a separate helm CLI step.

It's HashiCorp-maintained with a real acceptance test suite (helm/test-infra/gke spins up an actual cluster) rather than only unit tests against mocks. Supports pulling charts straight from OCI registries in the resource block, no separate `helm repo add` step. The helm_template data source lets you render a chart's manifests without installing anything, which is handy for CI diffing or feeding into other resources. Changelog is tracked per-PR via .changelog fragments, so release notes are traceable to a specific change.

The core limitation hasn't gone away: Terraform's state only tracks the Helm release object, not the Kubernetes resources the chart actually creates, so drift or a broken deployment inside the cluster is invisible to `terraform plan`. Diffing on chart value changes is coarse - a chart version bump that only changes computed defaults can produce a full diff even when your own `set` blocks didn't change, pushing people toward pinning every value explicitly to avoid surprises. Provider docs mostly point back to Helm's own value schema rather than covering provider-specific behavior (timeouts, wait conditions, upgrade semantics), so a lot of the real detail is only in resource_helm_release.go.
